Message Limit

• Blocking may occur when 6 or more MT messages are sent from the same sender ID to the same mobile number within an hour.
• Blocking may occur to mobile numbers if more than a total of 200 MTs per day are received across all incoming streams.

National Do-Not-Call List

Messages sent to numbers registered in the NDNC (National Do Not Call) list will be blocked. You may check the mobile number on the TRAI (Telecom Regulatory Authority of India ) registry at http://www.nccptrai.gov.in/nccpregistry/search.misc ( country code 91 is not required in the search)

Message delivery occurs between 9am to 9pm. If you send messages after 9pm, the messages may be blocked or queued until next morning at 9am, due to local regulations.

Mobile end-users in India have three options:

1. Fully Blocked: Can receive transactional communication as defined by TRAI.
2. Partially Blocked: Can opt-in to receive content from one or more categories out of 7, defined by TRAI.
3. NCPR Unregistered: Can receive both transactional and promotional communication, where transactional communication is permitted 24/7 and promotional communication is limited between 21:00 and 9:00 IST.

All sender IDs sent to India will be prefixed by a two-character operator code as mandated by the regulator. The TRAI is still working out the kinks and communications of these regulations. We recommend that Indian end-users unregister from the NCPR (National Customer Preference Register) until processes are running smoothly and consistently, which will help to mitigate risk as in the event that a transactional message gets flagged as commercial/promotional, it will still reach the end-user’s handset. Please note that the unregister process takes seven days to take effect.

Aerialink wants to ensure that messages being sent out by our customers remain under the transactional category. “Transactional” status is based on an approved message content template provided by Aerialink, against which the authority validates live traffic. Messages with unapproved template changes will be flagged as commercial transactions and will be subject to customer preference blocking and time restrictions. The authority states that companies could be subject to fines and potential permanent blocking if changes to template are not provided for approval in advance. Please let your Aerialink Account Manager know if your template will be modified so that we can provide the TRAI with the updated content example. Please allow for a two week period for template change implementation so that we have time to work with the Authority on the changes.

We continue to periodically test to ensure the stability of operator configuration.

Transactional Messages

The regulation requires all business SMS messages to be identified as either transactional or commercial/promotional. Bear in mind that Aerialink does support both message types - customers must simply ensure that they are submitting their messages to the correct bind for their traffic type.

There are four categories of messages that are “transactional:”

1. Banking/financial account activity alerts/notifications
2. Travel itinerary information (railways, airlines)
3. Parental-directed info from educational institutions
4. SMS sent by State and Central Government and India to ministries/undertakings
5. Direct-to-Home satellite provider company customer service/payment messages
6. Notifications related to the delivery of goods or services
7. E-commerce deliveries or related messages

The average time for whitelisting a transactional sender ID (six alphabetical charaters) is two working days. Transactional messages are not subject to do-not-disturb checks and should be delivered in real time.

Promotional Messages

There are four categories of “commercial/promotional” messages:

1. Banking, insurance, financial or credit products
2. Real estate
3. Education
4. Health
5. Consumer goods and automobiles
6. Communication, broadcasting, entertainment and IT
7. Tourism and leisure.

Promotional messages should be sent with a pre-determined numeric ID set by Aerialink so that message activity can be traced back to its originator in the event of a consumer complaint. Aerialink will prevent promotional messages from being sent outside of the valid hours of 9am and 9pm India time. Furthermore, Aerialink will ensure that promotional messages are delivered only to subscribers who have opted to receive them and have not subsequently opted out. Because there is no way to determine the content of promotional messages being sent, end-users who have opted out of one type of promotional message will be opted out of all seven of the above categories.

Pre-Registration

If you have transactional messages which are either user-initiated or you have obtained user consent to send (typically service-oriented messaging) , you may preregister your traffic. Aerialink requires minimum of 5 example messages. Preregistered messages are approved based on a consistent message template. The approval process typically takes 5-10 business days.

Sender IDs

• Per regulation, all Sender IDs will be fixed to a local short code.
• If transactional and preregistered messaging, the Sender ID will be fixed to a 6 character alpha.

Timing

• Promotional Messages will be delivered from 0900 hrs to 2100 hrs only (9am to 9pm)
• Transactional Messages will be delivered 24 x 7.

Transactional Messages

• Information pertaining to the account of its customer sent to the customer by a licensee or Bank or financial institution or insurance company or credit card company or depositories registered with Securities and Exchange Board of India or Direct to Home Operators.
• Information given by Airlines or Indian Railways or its authorized agencies to its passengers regarding travel schedules, ticket booking and reservation.
• Information from a registered educational institution to its students or their parents or guardians.
• Any message transmitted by or on the directions of the Central Government or State Government, TRAI or any agency authorized by TRAI, or on the directions of bodies established under the Constitution.
  Only messages with the above nature will qualify as transactional messages.
